The free version is fully functional with no time limits but places a watermark on rendered videos. The software comes in both a freeware and a paid version. I'm extremely happy with the results the software has produced. You can do a wide variety of customizations to both the video and audio formats and save customized settings for future use. The convert-to-DV option is buried in the AVI-output menu from there you need to select the " FFDS" option and from there select "DV". The convert-to-WebM option appears in the drop-down menu on the GUI. I've chosen to use the most codec-friendly conversion software I personally have ever come across, the AVS Video Converter offered by Although the software description does not include WebM as a supported format, it indeed can convert WebM to Microsoft DV and also the reverse. I have finished searching for and trying out both free and paid utilities to convert WebM videos to the Microsoft DV codec.
